University scholarship gainers to split 1.5M budget allocation per sem

“Pag ampo mo na di mo mulampas ug 88 para balik ta sa 17,000 [pesos]. Pero kung muabot mo’g 300, 1.5 million [pesos] divided by 300 scholars, that’s around 5,000 pesos per grantee. ‘Yun ‘yung pag hati hatian po ng mga gainers.”

The Vice Chancellor for Academic Affairs (VCAA), Dr. Mishell D. Lawas, explained the gist of the provision of the BOR resolution number 290 series of 2023 and its implication to the university scholarship gainers during the orientation for the university scholars and gainers at the university gymnasium, February 21.


According to the VCAA, the university will continue to allocate 3 Million pesos for the academic scholars in each academic year which will be split into 1.5 million for each semester.


She further stressed that this allocation specifically pertains to scholarship gainers—students who initially did not not qualify as academic scholars by virtue of the System Admissions and Scholarship Examination (SASE) scores but have attained a certain GPA over two consecutive semesters in an academic year. 


She underscored that scholarship gainers are distinguished from other categories of university scholars such as scholars by virtue of their SASE scores, as well as those granted scholarships for cultural, special skills, and tribal affiliations, because all of whom will continue to receive their scholarships as originally granted by the university.


BOR resolution no. 290 ser. of 2023


The said resolution, which was approved last October 11, 2023 seeks to amend certain provision of BOR resolution no. 120 ser. of 2006, as amended by the BOR resolution no. 187 ser. of 2018 which is the basis of the university’s offering of stipends for scholarships, according to the VCAA.


The VCAA shared that the amendments were made due to the surge of scholarship gainers during the COVID-19 pandemic, prompting many of the campuses of the MSU system to manifest to the Board of Regents (BOR) to cancel or reduce the amount of academic scholars and all other scholarships provided by their campus. 


MSU-GenSan, on the other hand, was the last campus to make a proposal with the BOR to amend certain provisions of the resolution.


“Nahihiya po kaming sabihin in front of them [the BOR] for so long a time. Si chancellor laging nagtatanong ‘kaya pa ba natin?’, ‘kayang kaya sir, kaya nating bayaran sir.’ Kasi being your academic chief, eh talagang gusto ko ‘yung ibigay,” the VCAA said.

Its implication on university scholarship gainers


Given the 1.5 million per semester budget, the resolution provides PHP 17,000 to each scholar per semester, which means that the budget will only be able to accommodate 88 scholars per semester. 


Hence, if the number of scholars goes beyond 88, the scholarship gainers will then decrease depending on the number of scholars, with the VCAA drawing an example in a case where the gainers would reach to 300.

Furthermore, the VCAA conveyed her hopes to the scholars that they could appreciate the management's dedication in ensuring that the students receive what is due to them, especially the persistence of Chancellor JD Usman D. Aragasi in providing scholarships for the students.
